ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Ensures that all applicable State standards for curriculum and teaching are being met including. Ensures the MCCS vision and mission and school-wide learner outcomes are met; utilizes Trans-formative Justice practices with all staff, faculty, and students; ensures required reporting is conducted in an accurate and timely manner; supervises the retention, attendance and academic performance of all students; participates in supervising and/or or designating supervision of school faculty.
Ensures a high performance, customer service oriented work environment that supports achieving the MCCS and MAAC’s mission, strategic plan, goals and objectives; plans, organizes, controls, integrates and evaluates the work of assigned staff; in coordination with staff and other managers, develops, implements and monitors work plans to achieve goals and objectives; participates in the development of and monitors performance against the annual budget; supervises and participates in developing, implementing and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards; trains and familiarizes staff to job requirements and expectations; conducts and/or attends internal staff and program meetings.
Conducts comprehensive and continuous evaluation of compliance efforts related to MCCS financial goals and objectives including, but not limited to WASC, LCAP, audits, grants, title funds and state reporting; acts as the financial consultant to MCCS in managing the fiscal functions including the provision of demographic, financial, and/or budgetary resource information, which can be used to plan and make informed decisions; provides strategic information concerning funding requirements, revenues, and expenditures to ensure the best use of resources; prepares and presents financial reports and advises on matters relating to financial planning and budget implementation; identifies problem areas and proposes solutions; assists with the establishment of performance measures and performance benchmarks; provides technical direction and assistance to accounting and fiscal; develops and coordinates Standard Operations Procedures and corresponding record keeping policies and procedures.
Maintains a thorough knowledge and understanding of all aspects of Charter School operations and related regulations, including implementation and ongoing monitoring recommended and/or required; works closely with the MCCS Director and Management team, community agency representatives, the MAAC Board Education Committee, the MAAC Board and others to ensure appropriate program planning, governance, monitoring, and community relations; coordinates communications and activities with Sweetwater Union High School District, grant providers, WASC, external management consultants and others as needed or required; prepares reports for use by the MCCS Director, governance groups including the MAAC Board and Board Committees and respective management staff.
Supports the MCCS Director and Management team with efforts and coordination of principles and practices of employee and labor relations, including negotiations and contract administration practices.
Supports the MCCS Director and Management team as the liaison for efforts and coordination of principles, practices and techniques of human resource management, including recruitment, selection, HRIS, EEO/affirmative action, classification, compensation, benefits, Workers’ Compensation, employee and labor relations, employee development, performance planning and appraisal.
Assists in the development of the yearly grant budget; prepares and monitors cost allocations to ensure formulas are accurate and in compliance with grant requirements; provides advice and guidance on budget request preparation and modification; analyzes budgets requests and proposals for compliance with budget development guidelines and funding source requirements; oversees the design of a comprehensive system for program planning, implementation and project management, record keeping, reporting, continuous program improvement, data analysis and program evaluation; coordinates planning to include the development of the annual Master Calendar and staff professional development activities; develops, monitors and revises internal and external communication systems; supports the development of the program and any required annual reporting.
Supports the coordination of grant application processes, timely submission of documents, as well as any supplemental or other requests; assists with the development of additional funding sources, including state programs, title funds, grants, gifts, etc. to enhance program operations including writing and submitting grant proposals.
Develops and maintains systems, methods and procedures to facilitate grant accounting and budgeting; manages, reviews, executes, and monitors the overall financial and budgetary activities of assigned programs; performs comprehensive financial, economic and budgetary analyses and forecasts which support functions, projects, and initiatives in financial and budgetary administration and implementation; prepares fiscal and budget reports for management and oversight boards
Develops and presents budgets for executive team review and approval; presents budgets to Board committees for review and approval; coordinates budget review meetings with program management; develops, analyzes and presents monthly budget monitoring reports; notifies management of potential problems and recommends resolutions; assists management in analyzing and researching the basis for budget –expenditures variances; analyzes records and documents; interprets and explains funding agency provisions, rules, regulations and performance standards, and makes appropriate recommendations
Performs special cost, trend, impact and other analyses; drafts reports and recommendations on assigned projects to support the Fiscal department’s functions
Prepares all required fiscal regulatory reports for submittal to Sweetwater, California Department of Education, and/or other agencies; assists with all funding source/regulatory audits and monitoring visits; prepares a variety of regular and special reports for management; prepares drafts of correspondence; coordinates with the MCCS Director, Chief Financial Officer and other management staff on complex strategic financial planning and budget issues
Provides responsive, high quality service to employees, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.
Attends management, staff and program planning meetings; participates in mandatory and optional training sessions.
Some evenings and weekend work is required; performs other related duties as assigned.

QUALIFICATIONS AND SKILLS

Knowledge of:

Laws and regulations associated with Charter and High Schools in California
Services and resources for Charter Schools in San Diego County
Effective community relations skills and positive interpersonal relations skills
WASC accreditation, developing and producing LCAP, grant and State reporting spreadsheets and documents

Ability to:

EDUCATION/EXPERIENCE/CERTIFICATION

Bachelor’s Degree in Business Administration, Management, or a related field with an emphasis in Business Administration AND five (5) years of increasingly responsible experience performing work in program administration in a Charter or public school setting that includes a minimum of three (3) years of successful management and supervisory experience
Experience working with State and local educational institutions and effective school management practices
Advanced proficiency in Microsoft Office Suite including Word, Excel, Outlook, Power Point, and databases such as CDE DataQuest, CALPADS System
Bilingual (English/Spanish) speaking, reading, and writing highly desirable

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

Physical Demands

While performing the duties of this class, an employee is regularly required to stand, walk and sit, talk or hear both in person and by telephone, uses hands to finger, handle or feel objects or controls, reach with hands and arms. An employee also is regularly required to stoop, kneel, bend, crouch or crawl, climb or balance and lift up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, color vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret information; analyze and solve problems; observe and interpret people and situations; use basic math; learn and apply new information or skills; work under intensive deadlines and interact with MAAC management, administrators, staff, teachers, parents, family members, children and others encountered in the course of work.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
