Duties

You will perform design management of designs and services of architectural and engineering (A/E) design firms.
You will identify areas of risk associated with design and construction projects to develop mitigation strategies or alternatives.
You will resolve design review comments with architectural and engineering (A/E) design firms to correct deficiencies.
You will prepare final detailed working drawings, comparative cost analysis, Requests for Proposal (RFPs) and project specifications for a wide variety of facility types.
You will perform design analysis and calculations for civil projects.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing services for civil engineering projects involving planning, design, construction and maintenance of facilities; 2) Interpreting objectives and policies in order to resolve a variety of complex water or wastewater system problems; 3) Applying project management techniques to ensure proper coordination, planning, budgeting and execution of facility or utility projects; and 4) Using knowledge of large commercial / industrial facilities such as wastewater treatment systems, distribution systems and structures to independently perform technical review of complex, advanced components of the facility and manufactured elements of the facility.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
